The Louisa Flowers Affordable Housing

The Louisa Flowers is Portland's largest affordable housing development built in the last 50 years. The 12-story, 240-unit development is located in the Lloyd District, a commercially-vibrant neighborhood with access to the city’s public streetcar and bus systems. The project provides housing for residents earning at or below 60 percent of the median family income, with 20 units set aside for survivors of domestic violence. The building name honors Louisa Flowers, a respected African-American civic leader who settled in Portland in the late 1800s.
